Copyright hijinks.

Remember the “My Sweet Lord”/ “He’s So Fine” copyright case? There are a lot of cases like that. To prevent further ones (for better or worse), some musical hackers generated all possible melodies (within certain broad parameters, obviously), put them on a hard drive, copyrighted the whole thing, then released it to the public domain.
I suppose the idea is that, when someone sues you to say that your song sounds like their song, you can say “I got it from this public-domain collection.” Highly-paid lawyers will no doubt find a work-around.
